Many judges are free to decide the sex offenders on the grounds of insufficient evidence, while Law No. 23 of 2002 on Child Protection requires punishment for sex offenders is at least 3 years and a maximum of 15 years.
To respond to the emergency situation of Indonesia against Child Sexual Abuse, and the National Movement Against Sexual Offences against Children launched by the President, National Commission on Children on Mother Moving community support, declared INDONESIA ONE ACTION AGAINST SEXUAL CRIMES AGAINST CHILDREN. This declaration was signed exactly dated May 20, 2014, in conjunction with the celebration of National Awakening Day, in the hopes Indonesia stood up against the evil sexual predators.

- Parliament and the government to revise article 81, 92 of Law No. 23 of 2002 on Child Protection, to change the minimum sentence of 3 years and maximum 15 years for the perpetrators of sexual crimes against children be at least 20 years, a maximum of life plus the legal weighting gelding through chemical injection for adult sex offenders.

- Urge central and local governments for the early detection of the violation with the institutional strengthening child protection, creation of a data collection system and child protection management system and building a child protection referral system in Indonesia.
- Encourage the role of government to establish and provide knowledge to the public that the home is the frontline in maintaining and protecting children. And urged the government and the society to defend and assistance for children who need special protection.
- Urge central and local government and the community to build houses Children's Social Protection (RSPA) to accommodate and provide services and integrated protection for children who need special protection.
- Urge Police to improve the status of Women and Child Protection units (PPA) are scattered and are in the Police and Criminal visible attached to, be equivalent Invisible Criminal (Criminal visible PPA). While the level of PPA unit which was originally located in the police station became attached to the Criminal visible in each police station, so that the Police in providing services to the cases of child rights violation can be a maximum, fast, and siding for victims.
